Assembly Bill (AB) 811, authored by Assemblymembers Jim Beall, Jr. and Loyd Levine, passed out of Assembly Local Government Committee today without a single NO vote. AB 811 will help finance the upfront costs for solar power and other energy efficiency improvements to property owners by authorizing local governments to provide low interest loans with long-term repayments added to their annual property tax bills.

The California State Assembly passed Assembly Bill (AB) 152 by a vote of 48 to 30.  Assembly Member Jim Beall, Jr. (D - San Jose) authored AB 152 to help California’s families invest for college by establishing the California Prepaid Tuition Program.

Today, Assembly Member Jim Beall, Jr.'s (D - San Jose) Bill (AB) 423 passed the Assembly Floor on a 47-32 vote and is headed for the Senate.

This bill ends discrimination against patients with mental disorders and substance abuse problems by requiring treatment and coverage of those illnesses at the same level of coverage provided for other medical illnesses.

Assembly Member Jim Beall, Jr.'s (D- San Jose) Bill (AB) 433 passed the Assembly Floor by a vote of 47-32 and is now headed for the Senate.  AB 433 adopts the Food Stamp categorical eligibility option for California, identifying the population of low-income families through the Medi-Cal program and authorizing them to get a simple service funded by TANF.
