BACKGROUND: California has invested over $20 billion since 2019 to address the homelessness crisis. In March 2023, the Joint Legislative Audit Committee (JLAC) approved an audit request by JLAC member Senator Cortese related to homelessness funding throughout the state, as well as in the City of San Jose and an additional California city selected by the State Auditor. Senator Cortese initiated the audit in 2022 following a tour of the Columbus Park encampment in San Jose, which at the time was one of the largest homeless encampments in California. It received bipartisan support.
