SACRAMENTO – A proposal allowing counties that close youth shelters funded with Proposition 86 bonds to re-direct that money to other local runaway and homeless children shelters has been introduced by Senator Jim Beall, D-San Jose.

“Senate Bill 347 will help counties keep the Proposition 86 funds they’ve received and continue to re-invest that money toward keeping children safe,’’ Beall said.

SACRAMENTO – Senator Jim Beall, whose work on mental health policy has spanned decades at the local and state levels, was appointed today as the chairman of the Senate Select Committee on Mental Health by Senate President Pro Tem Darrell Steinberg.

SACRAMENTO –Legislation generated by the families of St. Frances Cabrini School students to require school officials to consult with law enforcement and parents before allowing a registered sex offender to volunteer at campus activities won approval today in a key vote before the Senate Education Committee.

SACRAMENTO – As Senators Jim Beall and Ricardo Lara spoke out Tuesday for legislation to eliminate the statute of limitations for survivors of childhood molestation to file damages against their abusers, traumatized victims voiced their support for SB 131 and told about their troubled lives and their anger over being unable to obtain justice against their perpetrators.

SACRAMENTO – Watchdog legislation introduced by Sen. Jim Beall to bolster health insurers’ compliance with state and federal mental health parity laws was unanimously approved with bipartisan support Wednesday by the Senate Health Committee. Senate Bill 22 now goes to the Appropriations Committee.

SACRAMENTO – Senator Jim Beall’s legislation to return about $2 million in lost property tax revenue to the cities of Cupertino, Saratoga, Monte Sereno, and the Town of Los Altos Hills was passed unanimously by the Senate Committee on Governance and Finance on Wednesday.

“Senate Bill 629 is about tax equity,’’ Beall said. “Property owners in these four cities have been dutifully paying their taxes for years but they are not receiving their rightful share of revenue returned to them by the state.’’

SACRAMENTO – The Senate Committee on Public Safety on Tuesday unanimously approved Senator Jim Beall’s proposal to allow Santa Clara County to keep $1 million in state funds and re-invest that cash in local shelters for runway or homeless youths. Current law requires the county to return that money to the state.

“Senate Bill 347 enables Santa Clara County  to pump more money into the services that will help children and young adults who have no where to go and stay safe,’’ Beall said.

Senate Bill 347 now moves to the Senate Appropriations Committee for approval.

SACRAMENTO – Legislation by Senator Jim Beall to provide judges with greater discretion to protect estates of conserved seniors and people with disabilities from unjustified or exorbitant bills and fees won bipartisan approval from the Senate Judiciary Committee today.

“Senate Bill 156 will level the playing field in probate court when fee disputes are litigated,’’ said Beall, D-San Jose. “It will protect conserved adults from being charged exorbitant fees by their conservator.

SACRAMENTO – Legislation by Sen. Jim Beall to overhaul the statute of limitations so adult survivors of child molestation can seek justice in civil courts against their abusers was passed Monday by the Senate Judiciary Committee.

“Senate Bill 131 changes California’s antiquated statute of limitations on civil claims brought forward for childhood sexual abuse,’’ said Beall, D-San Jose. “The bill gives victims more time to recognize the psychological trauma that is linked to their childhood abuse and take action to gain a measure of justice.’’
