Spring is in the air here in Senate District 15! As the days get brighter in the district, I’ve been working hard to advance my bills in the legislature – including SB 1215 on Expanding EV Charging in Multifamily Housing, SB 1250 on Preventing Wildlife-Vehicle Collisions, SB 870 on Preventing Firepit Burn Injuries, and SB 1392 on Classic Cars (“Leno’s Law”), to name a few. As we get closer to the Governor’s May Budget Revise, I urge you to make your voice heard and register for my 23rd Annual Sacramento Bus Trip for Education – a completely FREE opportunity to hop on a bus from San Jose to Sacramento, engage directly with legislators at the State Capitol, and learn about the state budget and legislative process. It was great to visit Morgan Hill Unified School District with Superintendent Dr. Carmen Garcia and spend time at Ann Sobrato High School. I saw firsthand the incredible opportunities available to students.

Our tour included visits to several classrooms, a stop with the talented school orchestra, and time at Sobrato’s Agricultural Education Farm—an outstanding hands-on learning space where students gain real-world experience in agriculture, sustainability, and science.

Thank you to the teachers, staff, and students who welcomed us and shared their work. It’s inspiring to see the many ways MHUSD prepares students for college, careers, and community leadership.

As a former East Side Union High School District Board Trustee, I always value meeting with school leaders across Senate District 15 to learn what’s working for students and how we can close achievement gaps for underrepresented and under-resourced communities.

It was great to see how Gilroy Unified School District’s Gilroy High School is prioritizing student wellness through its new Wellness Center — a space that connects students with vital mental health and support services.

I also commend the Gilroy Chamber of Commerce for hosting its annual “Rock the Mock” event with the district, giving students valuable professional interview training.

 EXPLORING CAREERS AND INSPIRING WOMEN

As we celebrated Women’s History Month this March, I want to commend the inspiring young girls from Overfelt High School who coordinated an all-women panel exploring the different career trajectories each panelist has undertaken as a profession. The women panelists reflected a broad range of career trajectories ranging from business, education, public service, nonprofit work, and the tech sector. 

My District Director, Michelle Pelayo-Osorio, served on the panel sharing more of what it is like to be a Latina woman in public service, the work she does to improve the lives of our constituents, and how young girls can get involved. She presented the young girls with Senate Certificates of Recognition for their efforts.

 


STRIKING FOR MENTAL HEALTH CARE SERVICES

Kaiser Permanente healthcare workers on strike

My office and I stand in strong support of the more than 2,400 psychologists, social workers, and marriage and family therapists, represented by the National Union of Healthcare Workers, who are on strike protesting Kaiser Permanente of Northern California. Specifically, workers are protesting Kaiser’s intention to have greater “flexibility” in using Artificial Intelligence to provide mental health care services to patients, rather than a human-centered approach. Kaiser workers are also expressing concern over further outsourcing mental health care services to outside providers, which may result in the elimination of Kaiser staff. 

As a California Commission for Behavioral Health member and a longtime mental health advocate, I call upon Kaiser to reach a good faith agreement that builds upon the patient care improvements workers won back in 2022.

My District Representative, Phuong Nguyen, attended the strike at Kaiser in the City of Santa Clara on my behalf.

Small businesses contribute to about 60% of all employment in our area. Congrats to Con Azucar Cafe on its grand opening of its new branch in Gilroy! Its new location is located at 7435 Monterey Street. 

 


COMMEMORATING AZTEC NEW YEAR

For the past 28 years, San Jose has hosted the nation’s oldest and largest Aztec New Year ceremony, bringing together Aztec dancers and cultural leaders from across the country and México. Through ceremony, music, and danza (dance), we honor Indigenous heritage and the generations who have preserved these traditions. 

Thank you to all the event organizers, including J. Rubén Díaz Vásquez and Alum Rock Union Elementary School District Trustee Corina Herrera-Loera who also performed as one of the Aztec dancers. 

My District Director, Michelle Pelayo-Osorio, stopped by the celebration and presented a California Senate Resolution to commemorate the Mexica (Aztec) New Year—a powerful celebration of culture, tradition, and renewal.

Thank you to the Santa Clara County School Boards Association for hosting their annual legislative brunch. It was great to join school board leaders from across Santa Clara County to discuss the challenges and opportunities facing our public schools.

We talked about the growing funding gap between Basic Aid and LCFF districts, and the ongoing conversation around my SB 743, which aims to bring parity to per pupil funding across school districts. We also discussed how federal decisions like HR 1 could impact student access to essential programs like healthcare, CalFresh, and CalWORKs.

I highlighted new protections for immigrant students under SB 48, which ensures schools remain safe spaces by limiting immigration enforcement on campus without a judicial warrant.

Finally, with nearly 9,000 unhoused TK–12 students in the county, we discussed the importance of expanding housing affordability and ensuring schools can continue supporting students under the McKinney-Vento Homeless Assistance Act.

The recent State of the County Address led by Santa Clara County Board President Otto Lee was empowering and filled with strength and hope as we double down as a community to fight against fascism and racism in all their forms. 

At a time of uncertainty coming from the federal administration, Santa Clara County continues to lead with policies that defend civil rights, expand access to essential services, and safeguard the well-being of our diverse communities.

For 52 years, Yu-Ai Kai has been promoting healthy aging and successful independent living for seniors. The center has remained a hub of Japanese American culture in the heart of San Jose’s Japantown.

My office was proud to join students, educators, and community partners at Gavilan College for the 25th Anniversary of Science Alive! Science Alive is a hands-on STEM program which has given more than 100 middle school students the opportunity to explore labs, meet mentors, and engage in interactive workshops in a college environment. Programs like this spark curiosity and inspire the next generation of innovators.

My District Director, Michelle Pelayo-Osorio, presented a joint Resolution from the California State Legislature, alongside the offices of Assemblymember Rivas, Assemblymember Kalra, Senator Laird, and Assemblymember Pellerin. Congratulations to Santa Clara County Supervisor on her inaugural State of the District address representing the residents of District 2.

Supervisor Duong has already demonstrated strong, thoughtful leadership for our community. She played an integral role in ensuring the passage of the Measure A—securing critical sales tax funding to protect and preserve essential health care services for Santa Clara County residents.

I look forward to continuing our partnership to deliver results for working families and strengthen the health and well-being of our communities. My District Representative, Mariam Ghallab, attended on my behalf, while I attended to duties in Sacramento.

 


RESPONDING TO FEDERAL POLICY CHANGES

Santa Clara County is facing a loss of over $1 billion annually due to federal policy changes, including proposed cuts to Medi-Cal and CalFresh benefits under Trump's H.R.1. This reduction threatens to disrupt health services for over 450,000 residents and creates a significant structural deficit, prompting the county to cut 365 positions.

Now more than ever, we must coordinate our limited resources across city, county, and state governments to minimize the impact these budget cuts will have on everyday residents.

Thank you to Supervisor Betty Duong, Chair of the Santa Clara County Finance and Government Operations Committee (FGOC), and County Supervisor Susan Ellenberg serving as its Vice-Chair, for convening a special FGOC meeting where I provided updates from the state and what we're doing to shore up the impact of these budgetary cuts, along with Assemblymember Ash Kalra and Assemblymember Patrick Ahrens.

Congratulations to South Bay Labor Council on another successful annual brunch celebrating the strength and solidarity of our labor here in Silicon Valley. Congratulations to Rob Lind of UFCW Local 5 San Jose for being honored for his leadership and tireless advocacy on behalf of working families.

I also want to recognize the Santa Clara County Board of Supervisors for their leadership in advancing the 2025 Special Election Measure A—securing a critical 5/8-cent sales tax to protect and expand healthcare resources and services for our community. The measure was made possible by my 2023 bill, SB 335. Together, we’re building a stronger, healthier, and more equitable future for all.

As a former farmer and farmworker, I am proud to co-author AB 2156 along with CA Senate Pro Tem Senator Monique Limón and CA Assembly Speaker Robert Rivas in renaming March 31st as "Farmworkers Day" instead of Cesar E. Chavez Day to honor the plight of all agricultural workers who have and continue to toil under extreme heat in our fields.

More importantly, however, I humbly stand in solidarity with Dolores Huerta, Ms. Ana Murguia, Ms. Debra Rojas, and other young women and girls who may have been sexually victimized by Cesar E. Chavez but struggle to share their own lived experience with us today. The allegations against Cesar E. Chavez cannot be overlooked. They represent a profound abuse of power and a betrayal of the very values the farmworker movement stood for: dignity, respect, and opportunity.

I stand with the survivors and all the women who hid their stories in fear. The Farmworker movement has always been bigger than any one individual. It was built by organizers, by families, and by women whose contributions and voices have been silenced and kept in the shadows. This holiday has always been about them, not just one individual. It's time we recognize it as such.

My Communications Director, Mario B. Lopez, attended a press conference in support of all sexual assault survivors by unequivocally denouncing Mr. Chavez's horrific acts. Thank you to the Si Se Puede Collective, YWCA of Silicon Valley and Next Door Solutions to Domestic Violence for bringing our community together.

Recently on the Senate Floor, I was proud to recognize Dr. Lisa Andrew, President and CEO of the Silicon Valley Education Foundation, as Senate District 15’s Woman of the Year!

Dr. Andrew has spent more than two decades advancing educational opportunity and equity across our region. Before her time at SVEF, she served as Superintendent of the Hollister School District, Director of the Santa Clara County Office of Education, and held leadership roles at Partners in School Innovation and Ravenswood City School District. As an alumna of Silver Creek High School, Dr. Andrew has long been a student, resident, and advocate for Senate District 15 and the needs of our young people.

Under her leadership, SVEF has been instrumental in ensuring students from all backgrounds have pathways to college and careers. Just last year, Dr. Andrew was a tremendous asset and legislative advocate for my bill, the Educational Equalization Act, which seeks to create an endowment to equalize per pupil spending in districts throughout California.

Congratulations, Dr. Andrew, on this well-deserved recognition! I look forward to our continued partnership in the coming years and beyond.

The South Bay Labor Council represents 101 local unions and more than 100,000 union members and families across Santa Clara and San Benito Counties. They stopped by my Sacramento office to discuss state budget priorities that put working people first.

From bolstering workforce safety, to promoting housing development, to ensuring wage transparency and fairness—these are the investments we must make to build a stronger, more equitable economy for everyone.

CFA stopped by my Sacramento Office to advocate on behalf of a high-quality, accessible higher education grounded in truth, equity, and opportunity.

I joined my colleagues in adjourning our Senate Session in memorial of former Senator John Burton, who passed away on September 7th, 2025.

John was a family friend and a fierce advocate for working people. He shared a close bond with former Santa Clara County Supervisor Cindy Chavez and was deeply connected to our local labor unions, always standing shoulder to shoulder with those fighting for dignity and fairness on the job.

I had the privilege of working closely with him through his John Burton Advocates for Youth nonprofit to advance my senate proposal in 2021 which established the first-of-its-kind statewide guaranteed basic income pilot program supporting foster and transitional-age youth.

Her leadership underscores California’s dedication to upholding the rule of law, protecting access to justice, and ensuring our judicial system remains independent and equitable.

In the face of shifting national dynamics, California stands firm in defending our values and strengthening public trust in our institutions.

 


EMPOWERING DISABILITY RIGHTS

For more than 40 years, Disability Rights California (DRC) has been at the forefront advancing the rights of Californians with disabilities in education, employment, independence, health, and safety.

Congratulations on its 4th annual gala recognizing trailblazers in the disability rights movement. I had the opportunity to connect with DRC’s Chief Executive Officer, Andy Imparato, as well as disability justice activist Anita Cameron who has been involved in social change activism and community organizing for 44 years.

Throughout her illustrious career, she was arrested over 140 times in her pursuit of justice for people with disabilities. She also played a part in Capitol Crawl, a landmark 1990 disability rights protest in Washington, D.C. where activists abandoned wheelchairs and mobility devices to crawl up the U.S. Capitol steps. The demonstration vividly illustrated the need for accessibility, pressuring Congress to pass the Americans with Disabilities Act (ADA).

I was honored to be recognized as a Labor Champion alongside so many dedicated advocates at an empowering evening with the California Labor Federation and the State Building and Construction Trades Council of California.

Congratulations to my dear friend and colleague Senator María Elena Durazo on receiving the 2026 Living the Legacy Award for her tireless advocacy on behalf of workers.

I am grateful to stand with Senator Aisha Wahab, Assemblymember Ash Kalra, Assemblymember Gail Pellerin, South Bay Labor Council Executive Officer Jean Cohen, and Building and Construction Trades Council Executive Director David Bini as we continue advancing workers’ rights across California.

Thank you to the young people and advocates who joined a powerful listening session hosted by End Poverty in California. I had the opportunity to meet with transitional-aged youth and formerly system-impacted and foster youth (ages 18–55) who shared their lived experiences navigating housing, education, and economic stability.

Their lived experiences underscore why our work must center the voices of those directly impacted. I’m proud to have authored and enacted the first statewide guaranteed income program in California for former foster youth, while also securing funding for Santa Clara County’s guaranteed income program supporting unhoused students.

It was great meeting with leaders from Special Olympics Northern California and Special Olympics Southern California, including dedicated athlete William Thomas Murray, who has proudly participated in the Special Olympics for 15 years.

My staff member Anastasia Hatzakos had the opportunity to connect with William, who shared his appreciation for the Legislature’s commitment to funding Special Olympics programs in last year’s state budget. That investment continues to expand life-changing opportunities for people with intellectual disabilities across California.

William even brought along his bronze, silver, and gold swimming medals. Over the years, he’s competed in 10 of the 11 Special Olympics sports and is currently training to compete again in swimming and bocce ball. Thank you, William, for inspiring all of us with your dedication, perseverance, and sportsmanship. 

 


PRIORITIZING PUBLIC SAFETY

In 2024, there were a total of 17,745 fatal and serious injury crashes in California. Additionally, a six-part investigative report conducted by CalMatters.org uncovered that our state’s DMV has renewed driver’s licenses of nearly 40% of drivers who have been charged with vehicular manslaughter since 2019. The investigative report has forced us to confront an uncomfortable truth: our system has allowed dangerous drivers to remain on the road for far too long. It highlights systemic gaps between law enforcement, the courts, and the DMV.

To address this issue, Senator Jesse Arreguin (D-Oakland) and I held a joint informational hearing to hear directly from Steve Gordon, DMV Director, and other public safety stakeholders to gain a better understanding on how to identify solutions that result in improved conditions for drivers on the road.

Our responsibility is clear: we must ensure that our licensing and accountability systems prioritize public safety. The hearing was an important step in identifying where reforms are needed so that repeat offenders cannot slip through the cracks. 

 


ADVOCATING FOR DISABILITY SERVICES

It was great to connect with advocates from the California Disability Services Association who were at the Capitol sharing their 2026 legislative priorities on behalf of Californians with intellectual and developmental disabilities.

In 2024, I introduced Senate Bill 483, otherwise known as Max Benson's Law, which now prohibits the use of prone restraint, an archaic practice which holds students face-down on a surface, which can restrict airways. The law is named after Max who tragically passed away after being held in prone restraint position for over an hour while on school campus.

I look forward to working with CDSA to make sure Californians with intellectual and developmental disabilities are treated with dignity and respect.

It was great meeting with students from University of California, Santa Cruz who stopped by my Capitol office in Sacramento today, many of them constituents from my district.

I appreciate these students taking the time to engage in the legislative process and speak up for their peers. Their voices help shape the work we do in the State Senate. Go Banana Slugs!

The Council on American-Islamic Relations of California – California (CAIR-CA) held its annual Ramadan Iftar dinner at our state Capitol this past month where I had the opportunity to co-present them with Senate Concurrent Resolution #125, which formally recognized the month of Ramadan at the state level. The Resolution was introduced by my colleague CA Senator Aisha Wahab and was co-authored by 13 legislative members. I’m glad to have supported it to secure its adoption unanimously. 

Ramadan is a time of reflection, compassion, and community. I was grateful for the opportunity to break fast with CAIR-CA and celebrate the rich contributions of Muslim friends and neighbors across the state. My former Legislative Aide, Hla Elkhatib, joined us as well. 

When I served as a Santa Clara County Supervisor, I was proud to lead the county, in collaboration with CAIR - San Francisco Bay Area, in adopting an ordinance prohibiting the creation of any registry of Muslims in response to federal executive orders targeting Muslim communities. 

Our county stood firmly for civil rights, religious freedom, and the dignity of all people. We will continue to do so moving forward.

One of the things I enjoy the most about being a Senator is the opportunity to welcome and engage students from across Senate District 15 who visit my Capitol office, much like the Adelante II Dual Language Academy 4th grade class who visited this past month.

My Legislative Director, Bridget, enjoyed meeting these bright young leaders as they visited Sacramento to learn how a bill becomes a law and to explore the work we do in the legislature. Civic engagement starts early, and it is inspiring to see students already curious about how government works and how laws are made.

GET CREATIVE WITH SAN JOSE’S OFFICE OF CULTURAL AFFAIRS

As part of California Arts, Creativity, and Culture Month in April, the San José Office of Cultural Affairs is challenging San Joséans to use their creative powers.   

Working with local artists, creative businesses, and arts organizations, creative challenges will be sent out each week in April, designed to inspire your creativity. Throughout April, you will get a chance to participate in the themed weeks: Play, San José Love, Nurture and Nature. NEW ON LOK PACE SOUTH SAN JOSE CENTER

On Lok has been providing services to seniors in the Bay Area for 55 years and created the Program of All-Inclusive Care for the Elderly (PACE) to provide seniors with an alternative to a nursing home – a place where they can receive all their medical and specialty care, meals, social activities, physical therapy and more.  On February 24, On Lok opened the On Lok PACE South San Jose Center in the district.  This is the third On Lok PACE Center serving seniors in Santa Clara County!

On Lok is hosting daily tours of the On Lok PACE South San Jose Center (151 Martinvale Lane), Mon – Fri, 10:30am – 1:30pm through April 17, 2026.  They are also hosting free monthly virtual open houses where anyone can tune in to learn more about On Lok PACE. APPLY FOR THE CALASSIST MORTGAGE FUND

The state's CalAssist Mortgage Fund provides much-needed relief from mortgage payments for families whose homes are destroyed or severely damaged to the point they have been deemed uninhabitable as the result of a qualified disaster.  Eligible homeowners can qualify for 3 months of mortgage payments, up to a maximum of $20,000. CALIFORNIA’S CALRX® INSULIN IS AVAILABLE TO CALIFORNIA CONSUMERS!

Following the Governor’s Executive Order N-01-19 and Senate Bill 852 (Chapter 207, Statutes of 2020), we are pleased to announce that CalRx® Insulin Glargine pens are now available to Californians at a maximum recommended price of $55 per five-pack of pens. This milestone significantly expands access to this lifesaving insulin medication at an affordable price, supporting efforts to combat diabetes across California. This CalRx® insulin product is interchangeable with Lantus® and will be available to any pharmacy in the state. You can find more information about the Insulin Initiative here.
 



STATE TREASURER'S OFFICE’S SAVINGS PROGRAM FOR INDIVIDUALS

The State Treasurer’s Office's Savings Programs for Individuals (SP4I) offer free tools to build financial security across life stages. These are free, life-changing resources, and many families are unaware they are eligible and have free money waiting for them. Check out the following programs: 

  • CalKIDS: Savings account with funds for public school students and newborns - over two billion dollars available today!
  • CalSavers: Retirement accounts for workers without employer plans
    • For employers with 1-4 employees, be sure to register by December 31st, 2025!
  • CalABLE: Tax-free savings for people with disabilities
     


JOIN THE CALIFORNIA SERVICE CORPS

Governor’s Office of Service and Community Engagement (GO-Serve) Director Josh Fryday announced California is seeking people to join the California Service Corps. California Service Corps programs offer participants meaningful work experience while making a real impact in their communities — while reducing the burden of college debt.

The California Service Corps is the largest service force in the nation, consisting of four paid service programs: #CaliforniansForAll College CorpsCalifornia Climate Action CorpsYouth Service Corps, and AmeriCorps California.
