Dear Friends and Neighbors,
February marks a pivotal moment in the legislative year as the California State Legislature advances into active session. Committees are meeting, policy proposals are taking shape, and my work as your legislator continues through public dialogue and collaboration. This month also invites reflection and celebration across our communities, as we observe Lunar New Year, Valentine’s Day, the start of Ramadan, and Presidents’ Day -- each reminding us of the rich cultural traditions, mutual care, and democratic principles that strengthen our state.
As we move legislation forward, our office remains committed to advancing policies that reflect the voices and lived experiences of the people we serve. Listening to constituents and engaging with community leaders across all backgrounds remains central to this process. In fact, I recently introduced my new bill, SB 870, after meaningful dialogue with my constituents. This bill will help protect Californians of all ages from dangerous tabletop firepits that do not adhere to fire-safety regulations. As this legislation and numerous others move through their respective committees, I remain committed to serving your needs and upholding your safety. February also provides meaningful opportunities to engage directly with residents throughout the district. Community forums, cultural celebrations, school visits, and meetings with local organizations allow us to connect constituents with vital resources and simultaneously inform our work in Sacramento. That’s why I’m partnering this month with the California Student Aid Commission South County California Student Opportunity and Access Program (Cal-SOAP) to co-host a virtual College Financial Aid Workshop on February 26th. Finally, my office will be hosting its Annual Unhoused Health Fair on February 27th from 9AM – 1PM at Valley Health Center – Downtown Urgent Care Clinic in the parking lot located at 777 E. Santa Clara Street in San Jose. If you or someone you know is experiencing homelessness, I encourage you to attend and/or spread the word! Likewise, if you, your organization, or someone you know is available to provide a service at this event, please reach out to my District Office at (408)723-4154 or email Zachary.Contini@sen.ca.gov. As we look towards the event, I also encourage you to donate coats to our District Office Coat Drive for those in need. In partnership with Opening Doors, be sure to stop by our office (1155 Meridian Ave Suite 100, San Jose) during business hours, drop off a coat, and receive a receipt for your donation.

On this past month’s MLK Jr. Day of Service, I was proud to join Our City Forest at Rainbow Park in San José, planting dozens of trees alongside community volunteers. Environmental justice is civil rights work—every neighborhood deserves clean air, shade, and healthy public spaces. Honoring Dr. King means showing up, serving together, and building a greener, more equitable future for all.

I was honored to have joined the African American Community Service Agency at its 46th Annual Dr. Martin Luther King Jr. Luncheon.
Dr. King’s legacy calls on us to serve, to build a beloved community, and to stand together for justice and dignity for all. I was grateful to celebrate a day rooted in reflection, unity, and action alongside community leaders who continue this vital work.
STRENGTHENING THE ELECTRICAL CONSTRUCTION INDUSTRY

Over the past year, I had the opportunity to work alongside the National Electrical Contractors Association (NECA) – San Diego Chapter to move my Senate Bill 61 (SB 61) forward, which secured the Governor’s signature thereby ensuring fair pay for contractors.
NECA San Diego recognized me with their 2025 Electrical Construction Industry Partner of the Year Award for championing the proposal at its Installation of Officers Gala. This recognition reflects the hard work of so many industry leaders, committed to strengthening our state’s electrical construction industry.
Thank you to NECA San Diego and everyone in the electrical construction community for your leadership, partnership, and vision. Together, we’re building a stronger infrastructure, better jobs, and a brighter future for all Californians.

Students from Elementary, Middle and High School were recognized for their music, dance, and film pieces capturing what belonging means to them. Each piece tells a story of identity, community, and connection, reminding us how the arts bring people together and help every student feel seen and valued. I’m proud to celebrate their hard work and imagination, and grateful to the educators, families, and PTA leaders who continue to uplift arts education.
ENGAGING WITH PIVOTAL FOSTER YOUTH

I had a great time reconnecting with Pivotal and its foster youth scholars by providing them with a “Civic Engagement 101” lesson and participating in their panel. I joined this event alongside my wife and East Side Union High School District Board Trustee Pattie Cortese, my Senate colleague Senator Aisha Wahab, Santa Clara County Supervisor Betty Duong, and San Jose Councilmember Pamela Campos.
An estimated 1,000 foster youth reside within our county. Providing them with wraparound social services including behavioral health care, job opportunities, training, mentorship, and financial assistance is critical to their success as they face additional barriers in life. I remain committed to supporting them and am proud to have partnered with the county to fund and establish a guaranteed basic income program benefiting them.

The Tech Interactive held its annual Tech for Global Good celebration honoring individuals whose technological contributions have had a positive impact on our society, environment and economy. Assemblyman Ash Kalra and I were honored to recognize the awardees, which included Apple co-founder Steve Wozniak who was presented with the Global Humanitarian Award.
UPHOLDING PUBLIC SAFETY
Thank you to Caltrans Bay Area-District 4 continuing to address lighting issues along I-680 in San José. Well-maintained lights are critical to keeping drivers, pedestrians, and cyclists safe, especially along busy corridors like this one. Public safety depends on infrastructure that works—this is an important step in the right direction.

This past month, I met up with Milan Balinton, Executive Director for the African American Community Service Agency (AACSA), and had the opportunity to tour their facility which serves as a Family Resource Center and a food distribution site for those facing food insecurity. AACSA provides critical support, advocacy, and services that strengthen families and uplift our community. I’m grateful for their leadership and continued commitment to equity, opportunity, and empowerment for our families.

I was glad to join the Silicon Valley Leadership Group 's Annual Legislative Panel alongside Senator Josh Becker and Assemblymember Patrick Ahrens for a thoughtful discussion on our region’s priorities. I emphasized the need to address homelessness through a truly collaborative and coordinated effort across all levels of government and sectors. We also discussed my SB 1298 and the importance of ensuring the sustainable and responsible growth of data centers as Silicon Valley continues to lead in innovation. It was also good to catch up with my former Legislative Aide, Ashonte Smith, who is now SVLG's State Director of Policy.

PROTECTING OUR YOUTH

It was great welcoming Girl Scouts of Northern California Troop 62435 to my Capitol office as they advocated for AB 2924 — legislation that would prohibit child marriage in California.
Their leadership, courage, and commitment to protecting young people is inspiring. Thank you for raising your voices and standing up for the rights and safety of children across our state.
UPHOLDING FIRE-SAFETY REGULATIONS
As the 2026 legislative session unfolds, I am pleased to inform you that I have introduced Senate Bill 870 (SB 870) which will help protect Californians of all ages from dangerous tabletop firepits that do not adhere to fire-safety regulations given the growing number of fires that have resulted in severe burn injuries, and in some cases death.
These tabletop firepits are marketed as family-friendly, harmless, decorative products ideal for roasting marshmallows indoors, but the reality is far more dangerous. These products have been linked to sudden flare-ups and explosive fires that can cause life-altering burn injuries in seconds. I look forward to working alongside my legislative colleagues to pass this critical piece of legislation to ensure the safety of all Californians.
HOLDING AUTONOMOUS VEHICLES ACCOUNTABLE
The recent power outage in San Francisco that left Waymo robotaxis stalled across city streets — blocking intersections and slowing emergency response — underscores a simple but critical truth: we cannot allow innovation without accountability. Public safety, transparency, and robust oversight must be non-negotiable.
Autonomous vehicle technology offers exciting possibilities, but when driverless taxis suddenly stop in the middle of traffic during an outage — and we’re left asking what happens when an earthquake strikes — it’s clear we need local rules and real emergency readiness plans in place before continuing large scale deployment. Today cities have zero regulating power over autonomous vehicles. State law will be needed to change that.

STANDING WITH THE VIETNAMESE COMMUNITY

As Chair of the CA Senate Transportation Committee, I am proud to have supported Assemblyman Ash Kalra’s (AD 25) Assembly Concurrent Resolution 71 (ACR 71) which will designate a portion of Highway 101 in the County of Santa Clara from Story Road at the junction of Highway 280 and Highway 680 as Little Saigon Freeway.
This recognition honors the Vietnamese American community whose resilience, entrepreneurship, and cultural contributions have shaped our region. Designating this stretch of Highway 101 as the Little Saigon Freeway is a meaningful acknowledgment of a community that has overcome displacement and hardship to build vibrant neighborhoods and lasting institutions. I am honored to stand with our Vietnamese American community in celebrating their history, their contributions and their future. I look forward to working with my legislative colleagues to get this important piece of legislation to the Governor for his signature.

OUR CITY FOREST LAWN CONVERSION WORKSHOP

Join Our City Forest for a Lawn Conversion Workshop on February 21st from 9-10:30AM, where you will learn how to convert your lawn into a drought-tolerant garden! SEE UPDATED GUIDANCE TO HELP SCHOOLS NAVIGATE IMMIGRATION ENFORCEMENT
Following the passage of new laws, on December 1, California Attorney General Rob Bonta issued updated guidance for students, families, educators, and school officials to help ensure a safe and secure school environment for all. Approximately 133,000 undocumented children attend California’s public K-12 schools, and many more have parents or relatives who do not have legal status. The updated model policies and recommendations released today are intended to help staff develop practical plans to protect the rights of immigrant students and their families to safely access schools, in accordance with state and federal laws. SANTA CLARA COUNTY SUPERIOR COURT DEBUTS STUDENT ARTWORK
The Superior Court of California, County of Santa Clara is proud to announce the debut of student artwork both online and in person at the Downtown Superior Court’s Juror Assembly Room (191 North First Street, San José, CA 95113).The artwork, created by elementary school students from across Santa Clara County, reflects the theme “What brings you happiness and joy” and is now on public display at the Downtown Superior Court, offering jurors, court users, staff, and visitors a moment of reflection and inspiration within the civic space. AN UPDATE TO LOCAL FREEWAY LIGHT REPAIRS
Caltrans issued the following update on their ongoing efforts to address freeway light damage:
- Repaired:
- NB 680 / King Road – highway lighting currently on and working.
- NB/SB 680 and Berryessa – repaired and replaced 6 light fixtures
- NB/SB 680 and McKee – (wire theft) highway lighting currently working and on test mode. Repaired and replaced 1200 ft of wires from light poles to another.
- In progress:
- SB 680 King Rd – no power to our Tesco Panel from PG & E. Tracing the line, looking for pull boxes that will provide us power to our Tesco Panel.
- NB 680 and Alum Rock –Tesco cabinet vandalized twice, wire theft, cut all the electrical wires on our pull boxes. Gathering parts and will conduct repairs soon.
AN UPDATE TO BAY AREA TRANSIT
Now, as part of the Next-Generation Clipper system rollout, all Bay Area transit riders can pay adult fares using cards you already have in your wallet: plastic or mobile contactless bank cards—credit or debit—Visa, Mastercard, American Express, or Discover.
To ensure that the correct card gets charged, riders should remove their card from their wallet before tapping. To reduce the risk of improper or multiple charges to your cards, use the same card to tap in and out of dual-tap agencies. Riders paying with a mobile device should select their preferred payment in Apple Wallet or Google Wallet.

APPLY FOR THE CALASSIST MORTGAGE FUND
The state's CalAssist Mortgage Fund provides much-needed relief from mortgage payments for families whose homes are destroyed or severely damaged to the point they have been deemed uninhabitable as the result of a qualified disaster. Eligible homeowners can qualify for 3 months of mortgage payments, up to a maximum of $20,000. Funds never have to be repaid and it’s free to apply. Learn more about the program and apply here.
PREPARE AND PROTECT AGAINST OUTBREAKS
The California Department of Public Health (CDPH), in an effort to assist Californians seeking help and support in response to the nationwide outbreak of infant botulism, has opened a public-facing hotline for concerned parents and caregivers with questions about infant botulism. The public can reach CDPH directly toll-free at 1-833-398-2022. CDPH and federal officials have recommended that anyone with ByHeart infant formula stop using it immediately and report any signs of infant botulism to their health care provider as soon as possible. The rainy season has arrived, bringing the possibility of storms and flooding. While Valley Water’s flood protection projects have reduced flood risks for more than 100,000 homes, businesses, and properties, some areas of Santa Clara County remain vulnerable each year. Now is the time to make sure you and your loved ones are ready for potential flooding or other emergencies.

CHECK OUT THE STUDENT LOAN EMPOWERMENT NETWORK
The California Department of Financial Protection and Innovation (DFPI) has partnered with Student Loan Empowerment (SLE) Network grantees to promote a new video series for student borrowers, linked here: https://studentloanhelp.dfpi.ca.gov/videos/. These videos examine a wide range of student loan topics to help borrowers manage their student loans, guide borrowers through repayment options, explain loan types, and provide information on loan forgiveness and relief programs.
FAMILY GUIDE FOR DONOR HUMAN MILK
Mothers’ Milk Bank California recently produced a new educational resource for young families, parents, caregivers, and healthcare providers who may be seeking support with donor human milk. This Family Guide for Donor Human Milk provides clear, easy-to-understand information about donor human milk, including when it may be recommended, how the donation and safety processes work, and how families can access it.
RECRUITMENT FOR THE 2026-27 SANTA CLARA COUNTY CIVIL GRAND JURY BEGINS
Presiding Judge Julie A. Emede of the Superior Court of California, County of Santa Clara, is inviting civic-minded residents to apply for service on the 2026–27 Civil Grand Jury, a cornerstone of government transparency, accountability, and public oversight. Recruitment for the upcoming Civil Grand Jury term officially opened on Tuesday, December 2, 2025, with applications due by Friday, March 27, 2026.

CALIFORNIA’S CALRX® INSULIN IS NOW AVAILABLE TO CALIFORNIA CONSUMERS!
Following the Governor’s Executive Order N-01-19 and Senate Bill 852 (Chapter 207, Statutes of 2020), we are pleased to announce that CalRx® Insulin Glargine pens are now available to Californians at a maximum recommended price of $55 per five-pack of pens. This milestone significantly expands access to this lifesaving insulin medication at an affordable price, supporting efforts to combat diabetes across California. This CalRx® insulin product is interchangeable with Lantus® and will be available to any pharmacy in the state. You can find more information about the Insulin Initiative here.
STATE TREASURER'S OFFICE’S SAVINGS PROGRAM FOR INDIVIDUALS
The State Treasurer’s Office's Savings Programs for Individuals (SP4I) offer free tools to build financial security across life stages. These are free, life-changing resources, and many families are unaware they are eligible and have free money waiting for them. Check out the following programs:
- CalKIDS: Savings account with funds for public school students and newborns - over two billion dollars available today!
- CalSavers: Retirement accounts for workers without employer plans
- For employers with 1-4 employees, be sure to register by December 31st, 2025!
- CalABLE: Tax-free savings for people with disabilities
THE LIVE BEYOND CAMPAIGN
The Live Beyond Campaign is a California statewide initiative focused on raising awareness about Adverse Childhood Experiences (ACEs) and toxic stress and providing resources for healing. It specifically targets youth, young adults, and their caregivers to help them understand the impact of ACEs and toxic stress and to encourage them to seek support and healing. Toolkits and resources for CBOs, libraries and educators, and healthcare providers are available for download in multiple languages at livebeyondca.org/campaign-resources/. Physical toolkits can be mailed to organizations upon request by emailing info@livebeyondca.org.

Governor’s Office of Service and Community Engagement (GO-Serve) Director Josh Fryday announced California is seeking 10,000 people to join the California Service Corps. California Service Corps programs offer participants meaningful work experience while making a real impact in their communities — while reducing the burden of college debt.
The California Service Corps is the largest service force in the nation, consisting of four paid service programs: #CaliforniansForAll College Corps, California Climate Action Corps, Youth Service Corps, and AmeriCorps California.
