“Jay Leno’s Law 2.0” Advances from the Senate to the Assembly
SACRAMENTO, CA — California State Senator Dave Cortese (D-San Jose) announced that his Senate Bill 1392, also known as “Jay Leno’s Law 2.0,” has officially passed the California State Senate and will now move to the California State Assembly for further review and consideration.
SB 1392 continues the effort to modernize California’s smog check requirements by exempting qualifying classic and collectible vehicles from unnecessary testing requirements while preserving the state’s commitment to clean air standards.
“This bill recognizes the cultural, historical, and recreational value of California’s classic and collectible cars,” said Senator Cortese. “These vehicles are typically driven sparingly, meticulously maintained, and represent an important part of our automotive heritage.”
Senator Cortese thanked SB 1392 joint author Senator Shannon Grove (R - Bakersfield), Jay Leno, and the Specialty Equipment Market Association (SEMA), for their continued partnership and advocacy on behalf of classic car owners across California.
“I want to especially thank Senator Shannon Grove, Jay Leno and SEMA for continuing the fight to protect California’s automotive legacy,” Cortese said. “Their leadership and dedication have helped bring attention to the need for balanced, commonsense policies that support collectors, small businesses, and car enthusiasts throughout the state.”
“Leno’s Law will improve California’s overly burdensome smog check laws for classic cars,” said Senator Shannon Grove. “This is a very focused bill that peels back some of the red tape on collector cars, which make up less than half a percent of all vehicles on the road. Most importantly, SB 1392 will help keep these rolling pieces of history in California.”
SB 1392 now heads to the Assembly, where it will continue through the legislative process in the coming months.
