Senator Cortese’s News Conference on his bill on Education Equalization | Senator Dave Cortese
California State Senator Dave Cortese (D-Silicon Valley) has introduced Senate Bill 743 to reverse an antiquated 1978 funding formula that created winners and losers in the public education system for the last 45 years. The bill is about parity, equalization and reversing the consequences of past mistakes.
The bill would establish an education endowment using general fund money to equalize per pupil spending in districts throughout California. Students now living in districts which receive more property tax revenues give students more resources and educational opportunities than students living in areas where districts receive less property tax distributions. Property tax formulas determine per pupil spending.
“Zip codes should not determine the quality of education a child receives,” said California State Senator Dave Cortese.

Senator Cortese is holding a news conference Friday April 4 to unveil the details of the bill. He will be joined by:
- Dr. Lisa Andrew, President & CEO of Silicon Valley Education Foundation
- Dr. Elida MacArthur, Superintendent of the Mount Pleasant Elementary School District
- Glenn Vander Zee, Superintendent of the East Side Union High School District
- Anjel Landeros - 7th grade student at August Boeger Middle School
- Lora Landeros – mother of Anjel and active in the school district
