As March begins, the California State Legislature is entering a pivotal stretch of the legislative session, with bills moving through policy committees and key priorities taking shape. In Sacramento, I remain focused on advancing policies that reflect the needs of Senate District 15, including public safety, equity, and inclusion. As my legislation, including SB 870 on Tabletop Fire Pits and SB 33 on Claim Resolution, continues to move through the legislative process, I urge all constituents to raise your voices and help guide crucial work at the Capitol and beyond. This past month, my team and I continued connecting with Senate District 15, engaging with local schools, small businesses, and local organizations alike. My District Office met great success hosting our annual Unhoused Health Fair, where we collaborated with our official event partners at Gardner Health Services, Catholic Charities, Recovery Café, and the Office of Supervisor Betty Duong to deliver services to the unhoused. From warm meals and showers to haircuts and health screenings, I am grateful to have made a small positive impact for the most vulnerable in our community. My team also collaborated with the California Student Aid Commission and the South County California Student Opportunity and Access Program to host a Virtual Workshop for Students applying for financial aid. For more information about where to access resources, please reach out to my office.
This month, we proudly recognize Women’s History Month, honoring the women whose leadership, resilience, and advocacy continue to shape our communities. Likewise, with the arrival of spring and St. Patrick’s Day, the end of Ramadan, and the continuance of Lent towards Easter, I am eager to continue celebrating the diversity and shared humanity that make our district so vibrant. WELCOMING A NEW LEADER
Join me in congratulating and welcoming my new California Senate District 15 Director, Michelle Pelayo-Osorio! Michelle first worked for me as a Senior Policy Analyst while I was a San Jose City Councilmember representing Evergreen in 2005. She then followed me to the Santa Clara County Board of Supervisors serving as my Chief of Staff.
I have long admired her work ethic, passion for public service, and commitment to helping transform and improve the quality of life of our constituents. I look forward to having her lead my office’s efforts to connect with and be of service to Senate District 15 residents.
After an incredible career, my former District Director, Suzanne Wheaton, retired in December. I am grateful to her years of commitment and service.
HOSTING MY ANNUAL UNHOUSED HEALTH FAIR
It was a humbling, rewarding, and uplifting experience seeing hundreds of unhoused residents take advantage of the resources and services we offered throughout my 15th Annual Unhoused Health Fair this past month.
With our ultimate goal to bring everyone indoors, I know that our work continues beyond my fair. This includes the advancement of my Senate Bill 750, that if approved, would streamline and clear the backlog of 44,723 affordable housing units that are ready to be built and able to house people statewide.
I want to thank Supervisor Betty Duong for her support in ensuring the Unhoused Health Fair was held once again through her co-sponsorship. I also want to thank the following partners for assisting us with the event including outreach:

I want to make sure to highlight the following main amenities we offered and thank the providers for joining us:

- Milpitas Executive Lion’s Club provided free vision screenings.
- County of Santa Clara Public Health Department provided free HIV screenings.
- Community Cycles of California provided free bike repairs.
- Gardner Health Services provided free flu shots.
- Martha's Kitchen distributed free warm breakfast and lunch meals.
- Project WeHOPE's Dignity on Wheels offered mobile showers.
- City of San José's Animal Care and Services provided free mobile pet clinic.
In addition to the featured amenities that we have brought together, are the over 35 providers from the nonprofit sector as well as government agencies and departments.
CELEBRATING LUNAR NEW YEAR
I was grateful to celebrate Tết and participate in the cultural traditions and ceremonies commemorating the start of the Vietnamese Lunar New Year!
I stopped by the 5th Annual Tết celebration at the Vietnamese American Service Center, which former Supervisor Cindy Chavez and I helped create as a one-stop shop to expand health care access for the community. Wishing everyone health, prosperity, and new beginnings in the Year of the Horse. Chúc Mừng Năm Mới!
It was an honor to join and introduce Congressman Ro Khanna at his annual Tết Lunar New Year celebration recognizing outstanding Vietnamese American community leaders for their lasting contributions and positive impact across the South Bay.
San Jose is home to the largest Vietnamese population of any city outside of Vietnam — a community that has helped shape our economy, culture, and civic life. Vietnamese Americans are an integral part of Silicon Valley’s identity, from small businesses and public service to innovation and education.
I was so grateful to attend the 2026 Lunar New Year Celebration, hosted by the An Ton Meditation Center! Together, we welcomed the Year of the Horse, alongside community and religious leaders alike. I presented an official California State Senate Certificate of Recognition to the Meditation Center, in honor of the celebration and their work year-round to preserve cultural identity and Buddhist tradition in Senate District 15.
Thank you to the Vietnamese Catholic Community of the Diocese of San Jose for inviting me to participate in such a culturally rich Têt and Vietnamese New Year celebration this weekend! I was grateful to be joined by the offices of Supervisor Betty Duong, Assemblymember Ash Kalra, Supervisor Otto Lee, Congressman Ro Khanna, and others.
Complete with dancers, musicians, and Vietnamese delicacies, this annual celebration continues to be a staple in our community. I was honored to present a Certificate of Recognition from the State Senate to the organizing committee. This celebration of Vietnamese culture and heritage is felt deeply by families across Senate District 15.
OPENING A NEW COMMUNITY RESOURCE CENTER
Kudos to Santa Clara Family Health Plan on the grand opening of its new Community Resource Center (CRC) in Gilroy, the second one across our county.
The CRC opening is a big step toward advancing health equity, reducing disparities, and expanding local access to care and supportive services in the underserved and under-resourced communities of South County. My District Director, Michelle Pelayo-Osorio, attended the grand opening on my behalf.
CONNECTING WITH COMMUNITY AT THE STATE OF THE CITY ADDRESS

Partnerships like this help keep our city vibrant and connected. It is great to see the community come out and participate in creek clean up and art projects.
FUNDRAISING AT THE 23RD ANNUAL CRAB FEST
My wife, Pattie Cortese, and I had a wonderful time connecting with members of the community at Notre Dame High School in Downtown San Jose's 23rd Annual Crab Fest!
The event is so popular that it sold out in just four hours! The proceeds raised from the event will go toward helping cover tuition costs for students with financial need. NBC Bay Area's own Damian Trujillo attended the event alongside his wife Monica, who is Notre Dame's Alum Relations Manager. Check out this video for more information!
GROUNDBREAKING FOR A VISIONARY NEW PROJECT
Dozens attended the groundbreaking ceremony of "La Placita," a transformative community-centered project coordinated by the School of Arts & Culture at the Mexican Heritage Plaza.
“La Placita” is set to become a cultural, small-business, and family wellness hub for East San Jose residents in the Mayfair community. I was able to secure $2 million in state funds for the project which had been regulated a few years ago, helping to unlock conditional funding and making it possible to fully cover the cost of the project allowing it to move forward.
Thank you to School of Arts and Culture Chief Executive Officer, Jessica Paz-Cedillos, for leading the effort to make the project possible in honor and memory of Chris Esparza, the visionary behind "La Placita.”
BRIDGING THE DIGITAL DIVIDE
Tarana Wireless held its 2nd Annual Connecting Communities Summit bringing together public, private and nonprofit sector stakeholders for a "deep dive" on bridging America's digital divide.
Tarana has been at the forefront of closing the digital divide by accelerating the deployment of affordable, high-speed broadband to low-income and underserved communities. Access to this service isn't a luxury - it is essential infrastructure. My District Representative, Meghan Bedi, attended the summit on my behalf. Thank you to Carl Guardino for his welcoming and keynote remarks.
HONORING BLACK HISTORY MONTH
I want to thank Milan Balinton, Executive Director for the African American Community Service Agency, for joining me this past month to celebrate Black History Month, its significance, legacy, and the continued need to uplift the Black community and their voices amid racial tropes stemming from this federal administration.
STRENGTHENING TIES WITH THE ITALIAN AMERICAN ASSOCIATION
As a cofounder of the Italian Caucus of California, I was honored to have attended the Annual Meeting of Italian and Italian American Associations in the Bay Area, alongside some of my colleagues from the Italian Caucus of California. As an Italian American, celebrating our shared heritage, culture, and contributions to California means a great deal to me.
I am grateful to the Consulate General of Italy in San Francisco for convening this important gathering and for the continued partnership that strengthens ties between Italy and our communities here at home.

REMEMBERING HISTORY WITH THE ASIAN LAW ALLIANCE
The Asian Law Alliance held its annual Fred Korematsu Day of Civil Liberties and the Constitution event, reminding us that history is not just something we remember — it is something that challenges us every single day to be better.
At the height of WWII-era fear and racial prejudice, Fred Korematsu stood up for the civil rights and liberties of an estimated 120,000 people of Japanese ancestry who were forcibly removed and imprisoned in internment camps. His courage echoes today as Latinos and immigrants face draconian ICE enforcement operations. When any community is targeted, our democracy is weakened. We must remain united, vigilant, and unwavering in the fight for dignity, fairness, and justice for all.
INVESTING IN A HEALTHIER FUTURE
Recently, I had the opportunity to visit and tour the Our City Forest nursery with its CEO Rhonda Berry and see firsthand how their work is transforming our neighborhoods one tree at a time.
Planting trees in urban communities is not just about beautification — it is a public health investment. Trees improve air quality, lower extreme heat, reduce stress, and create safer, healthier spaces for families. Our City Forest is showing how local action can make a lasting impact. I’m grateful for their leadership and commitment to a greener, healthier future for our communities.
ADAPTING TO EMERGING TECHNOLOGY IN THE WORKPLACE
Emerging technology and artificial intelligence are rapidly reshaping our workplaces, and it is our shared responsibility to ensure workers are not left behind.
Thank you to the South Bay Labor Council and Working Partnerships USA for hosting a thoughtful briefing for elected officials on these impacts. I’m grateful to my District Representative, Meghan Bedi, for attending on my behalf and helping ensure workers’ voices remain front and center.
CONGRATULATING OUR COUNTY ASSESSOR
Congratulations and a warm welcome to Santa Clara County's newly elected Assessor, Neysa Fligor! Neysa has served in the Assessor's office in various roles including Assistant Assessor where she was responsible for the day-to-day operations of the office, including management of 250 employees.
Having been elected to her new post, she has made her mark as the first female Santa Clara County Assessor and the first Black female assessor in California. Neysa has also served as Los Altos Mayor and Councilmember. My District Intern, Mariam Ghallab, attended her swearing-in ceremony on my behalf.
SHINING A LIGHT ON A LASTING LEGACY
My alma mater, Bellarmine College Preparatory, held its annual "Let It Shine" celebration in honor of retired teacher Mr. Steve Pinkston. Mr. Pinkston joined Bellarmine in 1980. He was a teacher (Biology, Mathematics, Social Science and Religious Studies), coach, and administrator for over 40 years.
His legacy of mentorship, leadership, and service reflects how one educator’s commitment can shape generations of young people. Mr. Pinkston’s work continues to inspire students to lead with purpose, compassion, and confidence. Thank you to Bellarmine for shining a light on those who make a lasting difference in our community.
STUDYING THE STATE OF COLLEGE READINESS
According to the Public Policy Institute of California, our state is projected to face a shortage of 1.1. million bachelor’s degree holders by 2030. That gap threatens our economy, our workforce, and our communities. That is why providing college readiness courses in high school are more important than ever.
These courses help prepare students for the rigor of higher education and open doors to opportunity — especially for Latino and Black students, who too often face systemic barriers and fall behind academically. Thank you to both Silicon Valley Education Foundation and the East Side Education Foundation for hosting today’s forum on the state of college readiness here in Silicon Valley.
UNITING AGAINST VIOLENCE AND INJUSTICE
Santa Clara County stands united in delivering a single message in response to the escalating and tragic immigration enforcement operations witnessed across the country which have resulted in the deaths of American citizens: NOT IN OUR BACKYARD.
I want to thank our congressional leaders, Zoe Lofgren and Sam Liccardo, for bringing local elected and community leaders together, including County Sheriff Bob Jonsen, to reaffirm our County's commitment to our immigrant families, friends, and neighbors. If you hear or see any potential ICE enforcement operations in the community, please contact the County's Rapid Response Network and report it at 408-290-1144.
FIGHTING FOR MENTAL HEALTH CARE
I’m grateful to NAMI-Santa Clara County for honoring me with its Community Merit Award at its General Meeting this past month. NAMI SCC has been an indispensable partner in our work to strengthen mental health care and ensure people get the support they need.
Our close collaboration on Senate Bill 1300, which I authored to address gaps in our mental health system and the loss of inpatient psychiatric bed capacity, reflects a shared commitment to compassion, accountability, and access to care. I’m proud to stand with NAMI SCC and will continue fighting for a mental health system that truly serves our community.
PRESERVING HERITAGE AND HISTORY
I want to thank San Jose Taiko for inviting me to tour San Jose’s historic Japantown, one of only three remaining historic Japantowns in California. Preserving San Jose’s Japantown is vital to maintaining a living cultural hub that honors Japanese-American heritage and history.
The tour also highlighted Heinlenville. When the Market Street Chinatown, an earlier Chinese settlement, was destroyed by a suspicious fire in 1887, John Heinlen, a local German businessman who had faced discrimination himself in Ohio, braved death threats to lease property to the displaced Chinese. This area near today’s Japantown at Sixth and Jackson Streets became known as Heinlenville.
Japantown was also known to have a thriving Filipino enclave known as “Pinoytown,” centered around North 6th Street between Jackson and Taylor Streets. The Filipino Community Center, established in 1933 at 635 N. 6th St., remains a significant, lasting structure from this era.

ADVOCATING FOR BETTER WORKING CONDITIONS
As former Chair of the CA Senate Labor Committee and a longtime champion of workers’ rights, I am proud to stand alongside my brothers and sisters from UNAC/UHCP as they strike and set up a picket line in front of Kaiser Permanent in South Sacramento.
With more than 40,000 members, these frontline professionals deserve safe staffing levels, fair wages, and the respect that comes with the critical care they provide to our communities daily. I’m proud to support their right to stand together and advocate for better working conditions – for workers and patients alike.
CELEBRATING YOUTH ACCOMPLISHMENTS
Congratulations to two outstanding Senate District 15 residents making us proud on the state and national stage!
Aubrey Goings, a fourth-year Architecture student at Cal Poly, received the Cal Poly Rose Float Sweepstakes Award Trophy—the Tournament of Roses Parade’s top honor—at the historic 137th Rose Parade. Visruth Kandali, a third-year Statistics student at Cal Poly, earned a Speed Session Award Honorable Mention at the American Statistical Association’s Joint Statistical Meetings, one of the most prestigious gatherings in the field.
From design and creativity to data and discovery, Senate District-15 students are shaping the future. Congratulations, Aubrey and Visruth, on these remarkable accomplishments!
ADJOURNING IN MEMORY OF VŨ VĂN LỘC AND BETSY HAMMER CARR
It was an honor and a privilege to adjourn yesterday’s CA Senate session in honor and memory of Col. Vũ Văn Lộc, who passed away on November 29, 2025, at the age of 92. Mr. Lộc was a pillar within the Vietnamese community in San Jose, establishing the Indochinese Resettlement and Cultural Center (IRCC), assisting more than 20,000 refugees rebuild new lives across our region.
His legacy lives on through the Viet Museum in San Jose which he helped establish. We are grateful for his lifetime of service and leadership. His impact will be felt for generations.
Recently, I adjourned the California Senate legislative session in memory of the legendary Elizabeth “Betsy” Hammer Carr, a lifelong activist, organizer, and champion for justice who passed away at the age of 74.
Betsy’s joy, tenacity, and unwavering commitment to justice inspired countless people to take action and care for their neighbors. She is survived by her daughter Gea, son-in-law David Adams, her brother Dan Hammer, and her granddaughter. May her memory be a blessing, and may she rest in peace.

City of San José's new City Attorney Susana Alcalá Wood stopped by my capitol office to say hello!
As City Attorney, Susana plays a critical role in protecting the City of San José’s legal interests, upholding the law, and providing counsel that helps keep our local government accountable and effective. In her role, she provides counsel to the Mayor, City Council, and the various city’s departments, boards, and commissions.
PLANNING FOR OUR TRANSPORTATION FUTURE
I want to thank Mobility 21 for having me speak in my role as Chair of the CA Senate Transportation Committee at its annual legislative reception with transportation industry leaders.
As we invest and plan for our transportation future, we must prioritize connectivity, mobility, and safety, especially among "transit desert" communities. That is why I have championed CA's High-Speed Rail project in order to connect the Central Valley to the Bay and LA. This past budget cycle, I helped secure $1 billion annually for the project at no cost to taxpayers. I look forward to continuing to work with Mobility 21 as we address our transportation needs collaboratively.
MARKING A CENTURY OF COMMEMORATION
This February marked a century of honoring the stories, culture, and contributions of African Americans that have shaped our nation. Black Californians have long been a source of resilience, creativity, excellence, and hope.
May history remind us of the power of community and the responsibility we share to keep building a more inclusive future for all.
HONORING HOLOCAUST REMEMBRANCE DAY
On this past month’s International Holocaust Remembrance Day, we honored the six million Jewish lives and millions of others who died during the Holocaust. Their memory challenges us to stand against hate, bigotry, and racism in all forms. May their memory continue to be an opportunity to reaffirm our commitment to education, tolerance, and human dignity.
CELEBRATING RAMADAN
Ramadan Mubarak to all who are observing in our community and around the world. As the holy month of Ramadan began, I extended my warmest wishes to Muslim families who are dedicating this time to prayer, fasting, reflection, and service to others. May this time be filled with peace, renewal, and strengthened connections with your loved ones.
In Senate District 15, we are proud of the rich diversity and values that bring us together across faiths and backgrounds. Wishing you a blessed and peaceful Ramadan.
CONDEMNING HATE
I was proud to stand shoulder-to-shoulder with my Senate colleagues in support of our California Legislative Black Caucus' Senate Resolution #77 condemning the hurtful and hateful racial tropes posted by President Trump. Read Senate Resolution #77 here: Bill Text - SR-77.
ENHANCING ACCOUNTABILITY UNDER THE LAW
The recent shootings in Minneapolis which have resulted in the death of Renee Nicole Good and Alex Pretti highlight a dangerous and disturbing pattern of excessive use of force during immigration enforcement operations.
Federal officers, just like local police, must be held to the same standard of accountability under the law. When an officer abuses their authority and violates state criminal laws, they should be prosecuted — no exceptions. Excessive force cannot go unchallenged.
ENGAGING WITH INSPIRING STUDENT LEADERS
As a member on the California Senate Education Committee, I had the honor of welcoming and engaging once again with student representatives from the California Association of Student Councils at the joint hearing between the Senate and Assembly Education Committees.
These student leaders provided a powerful overview of the emerging issues confronting youth in and out of school — including the urgent need for restorative justice, mental health support, and safe, inclusive learning environments. In 2024, I had the opportunity to work alongside these same students to help ensure the passage of my Senate Bill 1445, and it was inspiring to see them return to the Capitol to continue advocating for positive change.

SEE UPDATED GUIDANCE TO HELP SCHOOLS NAVIGATE IMMIGRATION ENFORCEMENT
The California Housing Finance Agency (CalHFA) recently announced that the agency’s Dream for All (DFA) Shared Appreciation Loan Program will accept applications for down payment assistance from February 24, 2026 until March 16, 2026.
This down payment assistance program is focused on helping first-generation homebuyers with up to 20% of the home purchase price or appraised value in down payment assistance. To ensure the equitable distribution of funds, the program will be using a random selection process. Among other eligibility requirements, borrowers will need to meet CalHFA’s Dream for All income limits, listed by county. Between $150 million to $200 million will be available for assistance in 2026, according to CalHFA. Again, the DFA Pre-Registration Portal will open on February 24, 2026, and will accept applications until March 16, 2026 at 5pm.

SEE UPDATED GUIDANCE TO HELP SCHOOLS NAVIGATE IMMIGRATION ENFORCEMENT
Following the passage of new laws, on December 1, California Attorney General Rob Bonta issued updated guidance for students, families, educators, and school officials to help ensure a safe and secure school environment for all. Approximately 133,000 undocumented children attend California’s public K-12 schools, and many more have parents or relatives who do not have legal status. The updated model policies and recommendations released today are intended to help staff develop practical plans to protect the rights of immigrant students and their families to safely access schools, in accordance with state and federal laws. APPLY FOR THE CALASSIST MORTGAGE FUND
The state's CalAssist Mortgage Fund provides much-needed relief from mortgage payments for families whose homes are destroyed or severely damaged to the point they have been deemed uninhabitable as the result of a qualified disaster. Eligible homeowners can qualify for 3 months of mortgage payments, up to a maximum of $20,000. Funds never have to be repaid and it’s free to apply. Learn more about the program and apply here.

Following the Governor’s Executive Order N-01-19 and Senate Bill 852 (Chapter 207, Statutes of 2020), we are pleased to announce that CalRx® Insulin Glargine pens are now available to Californians at a maximum recommended price of $55 per five-pack of pens. This milestone significantly expands access to this lifesaving insulin medication at an affordable price, supporting efforts to combat diabetes across California.
