In a major step for the safety of survivors of harassment and domestic and sexual violence, the State Senate today passed SB 554, the Survivor's Protection Act, by Senator Dave Cortese (D-San Jose). This landmark legislation ensures that survivors of abuse can seek restraining orders in California, even if the survivor moves to another location.
The State Senate took a crucial step today toward protecting California’s most vulnerable students by unanimously advancing legislation by Senator Dave Cortese to ban “prone restraints” in K-12 schools.
Senator Dave Cortese (D-San Jose) made the following statement in response to California Governor Gavin Newsom’s proposed 2024-25 State Budget:
The Senate Education Committee unanimously advanced legislation by Senator Cortese today that will prohibit schools from using a dangerous form of physical restraint against students. SB 483 will prohibit the use of “prone restraints” in K-12 schools, which physically or mechanically restrain students in a facedown position. Prone restraint, one of the most dangerous forms of restraint still used in schools, is often used on students with special needs and children of color. The bill advances to the Senate Appropriations Committee.
